Informatics competencies

Not all learners are well versed in IT stuff, or did not grow up with much IT around. Or they might be very facile with one system, but have a poor insight on general lack of IT skills.

This is culture of a different kind. There is much talk of the Digital Divide and generational differences, but age is often not the determinant here.
